M. Elaine Frank-Ragan, Ph.D., RN, is clinical associate professor and director of the  Cultural Enrichment Program at the KU School of Nursing. In her Enrichment Program role, she collaborates with diversity officers and programs throughout the University of Kansas Medical Center and the University of Kansas Hospital to encourage partnerships and coordination of programing and resources. She enjoys fostering faculty and student learning that results in increased self-awareness, attitude and behavioral change and increased cultural sensitivity skills. Frank-Ragan strives to create a non-threatening, thought-provoking environment for curricular change and development, and she encourages crucial discussions related to inclusion and diversity issues. She also provides consultation to faculty and administration for the purpose of increasing cultural consciousness and interpersonal understanding.

With academic duties in the School's Organizational Leadership graduate program, Frank-Ragan is especially interested in fostering teaching excellence in online delivery. She has a certificate in applying the Quality Matters Rubric, and usccessfully led numerous accreditation initiatives. She has held a position as a member of the Peer Review Corps for the Higher Learning Commission of the North Central Association of Colleges and Schools.

Prior to her positions at the KU School of Nursing, Dr. Frank-Ragan held several administrative/leadership positions at other universities, including associate dean, associate provost and department chair. Her research interests are in the areas of healthcare disparities, human motivation related to sexual behavior, and cultural enhancement. Her passion is advancing the image of professional nursing and influencing culturally congruent, competent, and equitable care.

Frank-Ragan's many recognitions include KU's Outstanding Dissertation in Behavioral Health Award and the Outstanding Psychiatric Nurse Award from the Missouri Nurses Association District 2. She is a member of the Transcultural Nursing Society and Sigma Theta Tau International.
